To better accommodate the learning needs of all students, Belleville Public Schools has adopted a district-wide initiative called Response to Intervention (RtI). RtI is a problem-solving framework through which schools provide assistance to students according to their individual academic needs. It is organized into three tiers.  

The first step of any intervention is identifying students who need assistance. In Tier I, the RtI process begins with high-quality, curriculum based instruction and universal screening of all students in the general education classroom. Students identified as needing more support, should receive interventions during the school day in the general education classroom. 

Students who are not showing sufficient progress within Tier 1, will be considered to partake in an additional layer of support; Tier 2. This is designed to provide supplemental, focused teaching and learning opportunities for the small percentage of students who are not demonstrating achievement given Tier I instruction and accommodations. These interventions are provided in small-group settings with your child’s teacher or tutoring teacher. This is in addition to instruction in the general curriculum.

For students making inadequate progress with Tier 1 and Tier 2 interventions, students should then be considered for Tier 3. At this tier, students receive individualized, intensive interventions that target the students' skill deficits for the remediation of existing problems and the prevention of more severe problems. Tier 3 is implemented with a smaller student-teacher ratio, detailed attention to individual learning styles, and frequent progress monitoring delivered by district academic interventionists. As in Tier 2, students who receive Tier 3 intervention remain part of the general education system. Students who do not achieve the desired level of progress in response to Tier 3 interventions will receive individualized recommendations for further assistance.
